a group of U.S. Navy SEALS  in training.  They carry the boat out to shallow water, get in and row out about a quarter mile.  Then they wait for the command to row back in to shore, land on rocks and have to carry the boat over their heads across the rocks.  Quite an interesting exercise to witness.  note that they are in full gear with boots and all.

From July 22nd to 26th, 2019, Bundeswehr exercises were held at the lake Kochelsee in Upper Bavaria. An airplane, an M 28, flies over the lake Kochelsee with parachutists, while skydiving over water is practiced. Parachutists are brought ashore by divers and lifeguards in boats. In serious duty the paratroopers have to swim ashore. Jumping over water is an emergency scenario, because usually the parachutists land on land.
