The fuel shortage was caused in part by advances by the Islamic State in Iraq and the Levant (ISIL) in other parts of Iraq. Drivers waited for hours in lines stretching several kilometers long in some cases. Fueling was allowed on alternating days based on odd- or even-numbered plates.

Luanda, Angola: The Armscor Buffel (Buffalo) is a South African mine-protected troop carrier, developed in the 1970s for use in counterinsurgency operations. Known for its rugged design and V-shaped hull, the Buffel was engineered to withstand landmine explosions and provide enhanced survivability for its occupants. It typically carries up to ten troops in addition to a driver and is equipped with light armor to protect against small arms fire. The Buffel was widely used by the South African Defense Force (SADF) and became a symbol of South Africa's military presence during the Border War in Namibia and Angola. Its design influenced the development of subsequent mine-resistant, ambush protected (MRAP) vehicles around the world - on public display outside Sao Miguel fortress.
