Victoria Terrasse spans three quarters, with a 180 metres long façade. The complex was built for the Petersburg Company (originally the Algiers Company). The main architect was Henrik Thrap-Meyer, but other architects were also involved, including Olaf Due in collaboration with Paul Due and Bernhard Christoph Steckmest. The building was named after the then Norwegian and Swedish Crown Princess Victoria (1862–1930). It was taken over by the Norwegian government in 1913 and put to use by the police and various political departments. During the occupation of Norway in April 1940, the building was taken over by the German forces, housing the Sicherheitsdienst (SD) and Sicherheitspolizei (SiPo), which included the Gestapo.
