If there is a need to print a certain volume of papers to create and/or maintain jobs, what is the purpose of spending money to develop the app? Would it be a waste of money to spend on IT staff to maintain the app that has low readership? Why not try to bring readers onto the app by explicitly communicating to them with a cheap sign and thus significantly reducing printing costs?
