The Public Lands Act of 1853 allowed land grants of 100 acres of Upper Canada to new settlers, in order to open up the southern part of Ontario from the Ottawa River to Georgian Bay. This was in attempt to stem the flow of settlers into the American midwest at a time when the land along the Great Lakes on the Canadian side was filling up. Each settler would obtain title to the land if he built a house within a year, cleared at least 12 acres within four years, resided on the grant for at least five years and worked to maintain the local road. The government built over 1600 kilometres of these 'Colonization Roads' over the following 20 years to provide access to these grants. The terrain many of these roads pass through is interlaced with many hills, lakes, forests, swamps and bedrock outcroppings, typical of the rugged Canadian Shield. The soil is generally thin and unsuitable for the agricultural development that these roads were meant to support. The Addington Road was one of the initial routes. By 1859 the road had been used through from the Clare River in Sheffield Township to near Denbigh. By 1861 the final section had been completed to the Madawaska River. None of us would recognize the Addington Road as a "real road", it was more just a cart track for oxen with many obstacles in terms of rocks and trees. Now, Highway 41 follows much of the old road, though in many places bypasses have been constructed; the old road is indicated by "Addington Road" followed by a number from one to eight.
