It's Everton Library, or the former Everton Library, and it really is a pretty building. Perhaps the best description I can give is to take it straight from the buildings Grade II listing (which incidentally is Crown Copyright, so I hope I don't end up in the tower): Library. 1896 by Thomas Shelmerdine. Brick and stone, tiled roof. 2 storeys, 3 bays and octagonal corner turret. Free style. (Interior has decorative iron railings to balconies, and circular iron stair in angle. Irregular plan, with barrel shaped roof of glass panels over main hall, and shallow domed lights over centre part.) 3 gables, stone dentilled cornices and ornamented cornice bands. Stone mullioned and transomed windows with panels of ornament. 4 squat round columns in antis at entrance, with carved stone panel above with date. Beacon Lane corner has squat octagon with 4 columns, iron gates, ornamented stone panels, upper windows, and concave sided turret short spire. Ornamented plaque recording opening next to turret.
