My estimate would be early 1900s and I have since found that Jas Harbert exhibited twice at the Royal Photographic Society, in 1914 & 1915 (see erps.dmu.ac.uk/simple_finds.php?search=harbert&submit..., and lived at 49, Ferme Park Road, Stroud Green, North London.
