At the City Hall, an address from the Corporation to Lady Aberdeen was read..." We've visited this room before, on Monday, 20 August 1928 for a "civic welcome" to a Fr. Walsh. From the newspaper report below, it looks as if this was taken at Waterford City Hall. Thanks to ofarrl, we're already ahead of the posse on this photo. We know that that the tremendously titled Sergeant-at-Mace, John Harrison, is in this photo. John was unearthed by his great great grand niece (think that's right), Mrslulu1 in this 1903 photo, alongside millionaire industrialist and library philanthropist Andrew Carnegie...
